That's artillery fungus. I had it at my last house probably from a load of mulch. Those black spots are REALLY stuck on, too. Even a pressure washer wouldn't scrape them off.

Shred them with a lawnmower before you spread them, that'll keep them from matting up and causing water issues. Shredded leaves are great mulch though, I'm doing the same thing for my veggie plants...

I wouldnt ever use it as a top cover. Going to have to keep it wet constantly. Best used as a "soilless" hydroponics medium or mixed in an actual potting soil.
